Terms of Service

1. About CityPay

CityPay is a private, personal service operated from Kumasi, Ghana. It helps people get and use virtual Mastercards that are funded with mobile money, so they can pay on websites that do not accept local payment methods.

CityPay is not a bank, and it is not a licensed or regulated financial institution. No banking, deposit-taking or money-transmission licence is claimed. It is a personal arrangement between the operator and the people who choose to use it, for the benefit of both.

By creating an account or using the service you accept these terms. If you do not accept them, please do not use CityPay.

2. Who may use it

You must be at least 18 years old and using the service for yourself.

One account per person. Your name and phone number must be real and correct. Duplicate accounts, or accounts opened with false details, may be closed without notice and any balance held on them may be withheld pending checks.

You are responsible for keeping your password and your phone secure. Anything done from your account is treated as done by you.

3. Getting a card

You request a card, you pay the issuance fee of GH₵50.00, and the card is then issued to you. Issuance is normally quick but is not instant or guaranteed — a request can be declined or refunded if it cannot be fulfilled.

Your full card number and security code are shown to you briefly inside the app. Keep them private. CityPay is not responsible for losses caused by card details you shared, screenshotted, stored insecurely or gave to someone else.

Cards are issued for lawful online purchases only.

4. Card lifetime and moving your balance

Every card runs on a three-month cycle and is marked expired once that period ends.

Before a card expires you can request a transfer of its remaining balance onto a new card. When you request a transfer the old card is cancelled straight away, so only request it when you are ready to stop using that card.

Balances left on a card that has already expired may take longer to recover and, where the card issuer has closed it, may not be recoverable at all.

5. Loading, fees and limits

Loading a card costs a flat charge of GH₵2.00 plus 1.5% of the amount loaded. The smallest amount you can load is GH₵10.00.

Fees and limits can change. The figures shown on this page and in the app at the time of your request are the ones that apply.

Exchange rates, foreign-transaction charges and merchant fees are set by the card network and the merchant, not by CityPay.

6. Paying

You can pay through the online payment providers in the app, or — when the online gateway is paused — by sending mobile money manually and submitting your transaction ID for confirmation.

Manual payments are checked by hand. A transaction ID that is wrong, already used, or cannot be traced will be rejected, and the request will not go ahead. Always submit the exact reference from your mobile money receipt.

Confirmation of a manual payment is not automatic and may take time. Do not send payment to any number other than the one shown in the app.

7. Your wallet

Your wallet holds your referral earnings. It is a record of credit you can spend inside CityPay — it is not a bank account and it does not earn interest.

Wallet earnings can only be used to pay for a new card or to load a card. They cannot be cashed out or transferred to mobile money.

8. Referrals

When the referral programme is on, you earn GH₵5.00 for each genuine new customer who signs up with your code and qualifies.

One commission per referred person. Referring yourself, creating extra accounts, or using other people's details forfeits all earnings and can close your account.

The commission amount can change, and the programme can be paused at any time.

9. Identity verification

You may be asked to upload the front and back of your Ghana Card before you can get a card or load a card.

Submissions are reviewed by hand and can be rejected if the photos are unclear or the details do not match your account. You can submit again after a rejection.

10. Verification codes from your card issuer

As a convenience, verification codes sent by the card issuer for your card may be forwarded to your phone by SMS so you can complete online purchases.

This relay depends on third parties and can be delayed or fail. Never share a code with anyone, including anyone claiming to be from CityPay.

11. What you must not do

No fraud, no stolen or unauthorised payment details, no money laundering, no gambling or purchases that are illegal in Ghana or in the merchant's country, and nothing that breaches the card network's rules.

Accounts used for any of the above may be suspended or deleted, cards cancelled, and details passed to the relevant authorities where required.

12. No liability

This service is provided as it is, by a private individual, with no warranty of any kind.

The operator accepts no liability for declined transactions, merchant refusals, provider or network outages, delays, downtime, lost or misdirected payments, money lost through your own error, or any loss caused by a bank, payment provider, SMS provider, card issuer or other third party.

You use CityPay entirely at your own risk. Where liability cannot be excluded by law, it is limited to the fees you paid for the specific transaction complained about.

13. Suspension and closing your account

You can ask for your account to be closed at any time by emailing admin@kobicity.com.

The operator may suspend or close an account that breaks these terms, appears fraudulent, or where continuing would create risk. Where funds are held and no wrongdoing is found, they will be returned to the mobile money number on your account.

14. Changes

The service, its fees and these terms can change. Meaningful changes are announced in the app, and you will be asked to agree again where appropriate. Continuing to use CityPay after a change means you accept it.
